Penguin decides to compete against Kujira for school council president, forcing her to wear Takenoko cosplay if she loses. They stay neck and neck through the competition, but a heavy cosplay choice by Penguin in a swimming pool battle causes Kujira to forfeit in order to stop her from drowning. Penguin decides to give the final vote to Kujira, but accidentally votes for herself.
