The ministers are faced with the challenge of addressing a potential crisis, an outbreak of a suspicious illness in Liverpool. News reports indicate that 27 patients have been quarantined, with six others in intensive care. The cause of the outbreak is unknown, and health officials are concerned it could lead to an epidemic. The ministers have to decide what to do.
