The heroes of the film — like sailors on a sinking ship — run from one hole to another, trying to patch them up, but they are afraid to complain to the administration: "it would be worse." Although, it would seem, where is it already worse?

It's hard to argue with this, but who is to blame for this: the people themselves or the government, which left them alone with their troubles and remembers their existence only when fresh cannon fodder is needed?
